Republic Act 8491 was approved standardizing the colours of the Philippine flag. The law was passed in time for the celebration of the centennial of the proclamation of Philippine independence.

The law was passed in order to compromise after debates among historians and the public thus changing the colour of the flag to royal blue from Cuban blue.

The law, among others, specifies the colour of the flag as follows: The blue color shall bear Cable No. 80173; the white color, Cable No. 80001; the red color, Cable No. 80108; and the golden yellow, Cable No. 80068.
